Md. Abdur Rahman Miah is the author of Abdur Rahman Miah’s Six-Right Theory, a six-dimensional framework for public administration that extends the conventional “Right Person, Right Place, Right Time” model into a more comprehensive framework for understanding administrative effectiveness. Published in September 2026, this book presents the foundations of the theory, its six constituent dimensions, its layered and cyclical structure, and its practical applications in recruitment, organizational restructuring, workplace environment, and policy evaluation. Born on 3 January 1977 at T&T Colony, Agrabad, Chittagong, he is the eldest of four siblings. His ancestral roots lie in Enayetnagar, Kalkini, Madaripur, and Arabpur, Jashore Sadar, Jashore. He grew up in a family deeply connected with social and public service. His mother, Ms. Anjuman Ara, is a social worker and homemaker, while his father, Mr. Md. Abdur Rab Miah, served as a District Relief and Rehabilitation Officer (DRRO) and was also actively involved in social work. This early family environment helped shape his enduring interest in public service, education, and social welfare. He is married to Ms. Roksana Anower (Tania), a Senior Assistant Teacher of Science, social worker, and entrepreneur who serves as Managing Director of Sajisajai. They have a daughter, Ruqaiya Rahman (Inaya). His academic journey is distinguished by its exceptional breadth and interdisciplinary character. He holds a Bachelor of Honours degree in Mathematics and has pursued higher education across a wide range of disciplines. He has completed twenty-five master’s degrees in fields including Law, Environment and Disaster Management, Education, Governance Studies, Business Administration, International Relations, Public Administration, English, Education Research and Evaluation, General Education, Human Resource Management, Industrial Relations, Gerontology, Clinical Social Work, Human Rights, Social Justice, Security Studies, Victimology and Restorative Justice, Japanese Studies, Social Work, and related fields. In addition, he has completed more than two hundred postgraduate diploma, diploma, and certificate courses, both in Bangladesh and abroad. His interdisciplinary academic formation reflects his longstanding belief that complex administrative and social problems are best understood through multiple fields of knowledge rather than through a single disciplinary lens. His professional career began in education as a Lecturer in Computer Science and Technology at Stamford College, Dhaka. He subsequently served as an Instructor (Grade 9 Officer) at an Upazila Resource Center under the Ministry of Primary and Mass Education, where he was involved in teacher training and the improvement of primary education. He later taught as a Guest Lecturer in Human Resource Management, Industrial Relations, and Alternative Dispute Resolution at the Bangladesh Institute of Human Resources Management (BIHRM), and as a Guest Lecturer at Sheikh Jamal Teacher’s Training College, Dhaka. He subsequently joined the Bangladesh Export Processing Zones Authority (BEPZA) under the Prime Minister’s Office, where he has held a series of progressively senior positions, including Assistant Secretary, Senior Assistant Secretary, Deputy Secretary, and Director. He currently serves as Additional Executive Director (Administration) at the BEPZA Executive Office. His professional experience encompasses public administration, industrial relations, human resource management, investment and export-oriented industrial development, organizational administration, dispute resolution, and institutional governance. Alongside his public-sector career, he is an Associate Member and Mentor of the Chartered Institute of Arbitrators (CIArb), UK, Singapore Branch, where he contributes to and mentors work related to Alternative Dispute Resolution. He also holds a research fellowship at Curtin University, Perth, Australia, reflecting his continuing engagement with academic and applied research. As an author and researcher, he has published seven books, seventy-two articles, and sixteen fundamental research papers. His research interests span public administration, governance, human resource management, industrial relations, education, social work, human rights, criminology, dispute resolution, and interdisciplinary approaches to institutional effectiveness. His scholarly work is guided by a simple principle: “Knowledge is not power until it is used for human welfare.” His commitment to public service also extends beyond his professional responsibilities. In 2020, he received the National Youth Volunteer Award in the “Act of Bravery” category for his contribution during the COVID-19 pandemic, including plasma donation to critically ill patients. He has donated blood to 131 patients and plasma to nine COVID-19 patients. He has also expressed his wish to donate his eyes after death for the benefit of people living with visual impairment. For Md. Abdur Rahman Miah, education is not merely a collection of academic credentials but a lifelong process of learning, reflection, research, and service. His professional life, academic pursuits, research, teaching, writing, and voluntary activities are united by a continuing commitment to remain engaged in formal, non-formal, and informal education for as long as he lives. His Six-Right Theory represents an extension of that lifelong journey: an attempt to bring together diverse strands of knowledge and experience into a practical framework for making administration more appropriate, effective, humane, and responsive.
